ZAMBIA DEVOLUTION SUPPORT PROGRAM

INTRODUCTION

The Zambia Devolution Support Program (ZDSP) is a $210 million initiative launched in 2023 to support Zambia’s decentralization agenda by strengthening governance and capacity at the local level. The program focuses on improving financial management, transparency, and accountability in local authorities, with funding tied to achieving specific development results. 

Program goals and objectives

  • Strengthen local government:The program aims to build the capacity of local authorities in governance, administration, and financial management.
  • Promote transparency and accountability:By improving systems and providing incentives, the ZDSP encourages local governments to be more inclusive, effective, and accountable to citizens.
  • Support the national decentralization agenda:The program is a key component of the Zambian government’s broader strategy to shift more power and functions to local government.
  • Address practical constraints:It works to reduce the practical difficulties that hinder effective multi-level governance systems. 

Funding and structure

  • Funding amount:The World Bank is providing over $210 million in funding for the program.
  • Financing instrument:The program uses a “Program-for-Results” financing instrument, where funds are disbursed as specific results are achieved.
  • Government-led:The ZDSP is led by the Zambian government, with the Ministry of Local Government and Rural Development being a key stakeholder.
